The Reform of Sub-Centers’ Governance System of Megacities in China: Viewing from Global Experience

Abstract: Megacities are the pillars for China’s modernization and participation in global cooperation and competition. The proper construction and management of megacities give expression to the modernization level of national governance systems and capabilities. China’s megacities are generally facing serious maladies and many cities have planned to build sub-centers in the fringes of the city to alleviate the increasingly serious urban problems. Since the downtown areas of megacities could pool a sea of resources, it has become quite important to build sub-centers with world-class governance system in order to downsize urban population and construct a multi-center city structure. Based on international metropolises’ experience in terms of governance system, this paper makes a case study on Beijing’s sub-center functions. It holds that the central government needs to grant legislative power to Beijing’s sub-center, promote the opening up of the service industry, deepen administrative reform through streamlining administration, delegating power, strengthening regulation and improving services, strengthen the application of new technologies and enhance the construction of regional coordination mechanism and the allocation of financial resources.
