Innovation and Entrepreneurship Education in Chinese Universities: Current Performance, Problems and Policy Options (No.140, 2018)

Abstract: Propelled and supported by relevant governmental sectors, universities across China have paid high attention to innovation and entrepreneurship education and pushed ahead with an aim to comprehensively reform the higher education system, and has made prominent progress. However, some problems still loom up such as the inadequate integration between innovation and entrepreneurship education and professional education, unsophisticated incentive systems for teaching staff and lack of resources of high-quality innovation and entrepreneurship education. In addition, the innovation and entrepreneurship contests have become superficial. Some universities focus too much on the entrepreneurship and employment rates and have not implemented quality evaluation of the innovation and entrepreneurship education. In countries where innovation and entrepreneurship education is advanced such as the United States and Germany, enterprises and social organizations have played an active role. Universities in these countries also focus on training for professional or part-time teachers with relevant incentives measures. Innovation and entrepreneurship education is deeply integrated with professional education and special evaluations of the educational quality are carried out frequently. Therefore, it is suggested that educational authorities in China need to move faster to launch special evaluations of the quality of innovation and entrepreneurship education in universities. Relevant governmental sectors also need to guide enterprises and social organizations to participate in promoting innovation and entrepreneurship education, support and encourage universities to build platforms to put innovation and entrepreneurship education into practice, provide training for professional and part-time teaching staff and promote the integration of innovation and entrepreneurship education with professional education.
