Housing Security System in China: Major Problems and Policy Options (Special Issue, No.28, 2018)

Abstract: The establishment of the housing security system is an important part of the fair and sustainable social policy system of China. After years of reform and development, China has basically established a relatively complete housing security system, but there are still some problems. For example, for a period of time, the commodity attribute of housing was overemphasized, while the residential attribute was not paid enough attention to; the government doesn’t play enough role in housing security for low- and middle-income families, the development of trading and leasing market of commercial housing is not standardized, and the design of diversified housing security is not desirable; the housing security of some special social groups has not been properly resolved. To this end, it is suggested that the responsibility of the government and the market should be clarified, starting with strengthening the residential attribute of houses, enhancing the government’s role in solving housing security problems for low- and middle-income families, giving full play to the role of market mechanisms in meeting the housing requirements of most residents, and allowing local administration to establish a diversified security system tailored to local conditions. We need to promote the building of a housing supply and security system combining government and market with security for the low-end, support for the middle-end, and market for the high-end, and effectively solve housing problems of the people.
