Abstract: Water is an important ecological element in North China and the core strategic resource of Xiongan New Area in Hebei province. Water security is not only a crucial factor for building an ecological city, creating a beautiful ecological environment and improving people’s wellbeing, but also an important guarantee for Xiongan New Area to achieve high-quality development. Currently, the basic performance of water resources, water environment, water ecology and flood-control system in Xiongan New Area is not yet in step with relevant requirement and the pressure of management is great. Therefore, it is necessary to clarify the macro management approaches toward water security in commensurate with the development orientation and objectives of Xiongan New Area. To this end, we need to, first of all, follow the master planning, give priority to ecology and press ahead with the work in a comprehensive way. Secondly, based on the project, multiple resources should be made complementary to maintain the stable supply. Thirdly, solving the sediments should be taken as the major task. We need to address both manifestations and underlying problems and conduct collaborative management. Fourthly, we need to classify different units according to the watershed, systematically implement measures and work collaboratively. Fifthly, we need to adhere to the principle of respecting the nature and adopt targeted policy means step by step. At last, we need to take reform and innovation as the driving force and institute a law-based long-term management system.
