Water Security Management in Xiongan New Area: Major Issues and Key Measures (No.210, 2018)

Abstract: Water security boasts a strategic position and plays a significant role in Xiongan New Area, and it is important to build a water security management system in lockstep with the development goals. To this end, the following policy options are raised for the fulfillment of these goals. First, as water diversion and water conservation deserve equal attention, a water resource guarantee system with reliable supply and utilization efficiency needs to be established. Second, efforts need to focus on attaching importance to both discharge reduction and sewage disposal and formulating a water environment management system that covers the entire chain-like process from discharge reduction, recycling and reusing to end-of-pipe treatment. Third, both clean water and a good ecosystem should be ensured to build an eco-landscape pattern based on a sound eco-system in Xiongan New Area. Fourth, the urban planning needs to take into account the arrangements for flood prevention and drainage to form a system composed of river levees, large reservoirs and flood retention basins. Fifth, capability building needs to be bolstered by innovative institutions, and a water safety management mechanism with the support of inner impetus needs to be formulated. Sixth, the continued upgrading requires top-level designing to ensure constant water safety management.
