Study on the Strategic Environment of Hohhot City’s Industrial Development in the New Era (Special Issue, No.2, 2019)

Abstract: In light of the actual needs of the transformation from old to new drivers and the development plan of industrial parks in Hohhot city, this paper illustrates the urgency and necessity for proper adjustment of the industrial parks’ planning in Hohhot city, and systemically analyzes the city’s strategic environment for industrial development respectively from the aspects of business and innovation environment, human resources conditions, urbanization progress, and the advance through opening-up along the “Belt and Road” routes. This paper holds that Hohhot city’s industrial development boasts an unprecedentedly positive policy environment, unique location advantages based on the “Belt and Road” Initiative, the China-Russia-Mongolia economic corridor building and relevant national strategies, as well as the rich energy and related resources, all of which constitute huge potential to promote the high-quality social and economic development of Hohhot city. But it should be noted that the industrial parks in Hohhot city are facing a number of problems to be addressed such as the disordered layout, large in quantity but weak in quality, short industrial links, poor correlation, duplicate structure, inappropriate managerial mechanisms, strong restrictions on environmental protection, limited number of strong laborers, inadequate innovative capability, small urban scale, low clustering development and weak international competitiveness. With regard to these issues, efforts need to be made to integrate and optimize relevant projects and reshape the development pattern.
