Abstract: In recent years, the growth rate of population in Hohhot city has slowed down, and the supply of laborers depends on urbanized farmers. Viewing from the perspective of human resources, the number of ordinary workers in the city has been declining continuously, skilled personnel are in short supply, and high-level personnel are seriously inadequate. As a result, some industries have to employ skilled workers from other parts of the country, which has induced many drawbacks for industrial development. The lack of skilled workers are due to some factors including weak competitiveness of talent policy, low wage level, improper living environment and improper provision of medical treatment. The population iteration models based on the fifth and sixth population census show that in the future, the number of labor force and students with high school education and above in the city will continue to decline, and the number of aged people will increase. In order to promote the sustainable social and economic development, it is necessary for local government to focus on the issues relating to the integration between businesses and colleges, the introduction of talented personnel from other parts of the country, factors affecting population migration and measures to encourage childbirth.
