Abstract: To facilitate the separation of medical institutions from the state-owned enterprises is an important strategic arrangement for China’s SOE reform. In accordance with the requirements for the reform of state-owned enterprise medical institutions and considering the development prospect and practical needs of Hebei province, the State-Owned Assets Supervision and Administration Commission of Hebei province employed professional management to reform state-owned-enterprise medical institutions, integrated the state-owned enterprise medical institutions of Hebei province, and established North China Medical & Health Co., LTD. As a provincial platform integrating resources of state-owned-enterprise medical institutions, North China Medical & Health Company has rapidly become a large medical enterprise by integrating 26 state-owned-enterprise medical institutions within a year. In addition, through resource sharing and with complementary advantages, the integrated state-owned-enterprise medical institutions have not only achieved synergy, but also laid a sound foundation for industrial expansion and layout in Hebei province in the future. Next, it’s necessary to clearly position state-owned-enterprise medical institutions so that they can enjoy the support of national policies. Meanwhile, it is necessary to improve the governance structure of legal person and establish effective incentive mechanism and flexible management system so as to promote the development of state-owned medical groups.
