Abstract: The construction of small towns with distinctive local features is a systematic project. To promote the sound and high-quality development of such small towns, the government needs to observe the new requirements of urban and regional development in the new era and steadily optimize relevant policies and the planning, operation and management of related construction projects. In terms of the planning of the small towns, arrangements of site selection, layout of functions and integration of distinctive resources should be in place. In developing high-end industrial clusters with distinctive resources in the small towns, the government needs to play a leading role, follow related institutional mechanism, take enterprises as the major entities in the market-oriented operation, actively introduce non-governmental capital and promote the organic integration of township construction with financial institutions. The government should not use the power of carte blanche in small township planning and avoid rising debt risks. Moreover, it needs to keep an eye on the ecological bottom line, enhance the intensive use of land and strictly control the land supply for residential use. Relevant government sectors need to improve the approval and elimination system in the management of small towns, formulate relevant principles for giving out supporting funds and actively carry out reforms of streamlining administration and delegating powers to lower level governments.
