Abstract: “The Guidelines on Comprehensively Promoting Basic Scientific Research” issued by the State Council notes that a pluralistic input mechanism for basic research needs to be established to increase the input for basic research by enterprises and non-governmental entities. With the aim of learning about the basic research result in enterprises, DRC research team made a field survey on enterprises in Beijing, Jiangsu and Guangdong provinces with key laboratories financed by the central government. Research findings show that some of the enterprises with advanced industrial technologies have conducted relevant basic research. By relying on internal R&D input and external scientific research forces, their basic research is mainly focused on applied basic research and the advanced research results of foreign peers in a dynamic manner. The main factors impacting enterprises’ basic research are inadequate research capacity, shortage of qualified personnel and inappropriate industry-academia-research cooperation mechanism. In conclusion, this paper illustrates the common law, characteristics and main influencing factors relating to enterprises’ basic research and comes up with the following policy options. The enterprises need to make further efforts to clearly define the orientation of basic research and take multiple measures to promote the input of basic research in line with relevant laws.
