Abstract: To lift impoverished counties out of poverty is a remarkable achievement in the battle against poverty, and also a new starting point for building a moderately prosperous society in all respects. Yet some hurdles still need to be removed. Based on the track-down survey and field research feedback conducted by DRC research team on Daming county in Hebei province, although the county has been lifted out of poverty, some issues regarding poverty relief and prevention remain unsolved and some new problems have loomed up. Therefore, we need to make overall plans to link poverty alleviation with rural revitalization, ensure that poverty alleviation policies will remain unchanged, and enhance social security mechanism to address the tough issues relating to poverty alleviation and rural revitalization. We need to focus on the multidimensional critical issues of marginal social groups in an all-round way and set up diversified support mechanisms for low-income earners. In the long run, we need to merge the centralized and targeted poverty alleviation with rural revitalization in an inclusive and equitable manner. We need to coordinate policies of industry-backed poverty alleviation and industrial revitalization and establish a long-term mechanism promoting industrial revitalization in rural areas. We also need to enhance the skills of impoverished population, foster talented personnel, revitalize cultural programs, boost ecological conservation and improve the organizational capabilities of county government.
