Abstract: Artificial intelligence is the next-generation general-purpose technology, which will exert a profound impact on economic and social development and international competition pattern. However, in the initial artificial intelligence stage, its contribution to the economy and impact on employment may be limited in the short run. At present, artificial intelligence has developed rapidly in China, but compared with the United States, there are still obvious defects such as insufficient investment in basic research, weak industrial basis, sluggish government data connectivity, and weak capacity for personnel training. In addition, problems such as the increasing obstruction of international technical cooperation, the lack of top-level coordination mechanism, imperfect regulation, privacy leakage, and ethical risks have gradually loomed up, which will pose certain challenges to the sustainable and healthy development of artificial intelligence in China. In the near future, China needs to focus on the long-term arrangement, set a rational short-term goal of artificial intelligence promotion policy, and lay a solid foundation for its development in the aspects of fleshing out the relevant system, shoring up weak areas and improving regulations in order to gain an advantage in the marathon-type international competition of artificial intelligence technology and industry in the future.
