Abstract: As one of the first developers of modernization, France is ahead of China in terms of the systems of endowment insurance and elderly care service. The experience of France shows that it is necessary to make a forward-looking and top-level design in building the endowment insurance system, so as to avoid obstacles checking future reform due to the fragmentation and solidification of the system. Besides, in order to respond to the challenge imposed by aging population, relevant laws and regulations, funding, institutions and manpower need to be put in place in advance. Promoting inclusive development is a common task facing all countries in the world. International experience indicates that both domestic policies and concerted action by the international community are required to achieve the noble goal of development for all. In addition, our experience gained from the visit to France tells us that China’s foreign aid needs to focus not only on making investment in infrastructure construction and providing various forms of financial aid, but also on pooling input in culture and education as well as on promoting the development of human resources. Foreign exchanges need to lay emphasis on the application of data and examples. And the cooperation with the French Commission General of Policy Planning and OECD Development Center needs to be further enhanced.
