Policy Options for Further Promoting China’s New Urbanization Development (No.142, 2019)

Abstract: Population migration is one of the main characteristics of the development of new urbanization in China. Based on the special research data of Chinese residents’ income, this paper examines the impact of various migration modes on residents’ income level (mainly wage income) and conducts econometric tests. It turns out that: First, on the whole, the average income growth effect of migrants is 14.51% compared to that of non-migrators. Second, from the perspective of migration scope, the average income growth effect of inter-city migrants is greater than that of migrants within the city. Third, according to different household registration types, the average income growth effect of rural household registration migrants is greater than that of urban household registration migrants. In order to promote China’s new urbanization process in an orderly manner and guide population migration in a rational way, this paper puts forward the following policy options. First, make urban public policy based on the real permanent resident population; Second, optimize urban spatial structure system with urban agglomeration as the platform; Third, strengthen the training of vocational skills for the new generation of migrant population; Fourth, further promote related reform measures based on the policy of linking people, region and income.
