The Development of China’s Coal Industry: Challenges and Policy Options (Special Issue, No.78, 2019)

Abstract: In 2018, China’s coal consumption took up 59% of the total energy consumption. Recent years have witnessed a year-on-year slow decline in the amount of coal consumption. The average annual coal consumption will continue a structural decline at a rate of less than 1%. Due to the rigidity of China’s energy consumption structure, coal consumption will continue to play a principal role in China’s energy consumption in the next 10 years. With the evolution in global coal production, consumption, import and export pattern, China’s coal consumption’s dependency on import will become enlarged, which will impose a significant impact on China’s coal industry and enterprises. China’s coal dependency on import and the difficulties for the free flow of energy resources triggered by Sino-U.S. trade frictions have raised some new issues for the future development of China’s coal industry. In view of these facts, the government needs to proactively formulate relevant technological and financial policies to encourage the development of coal industry and enterprises with a high-quality development. A top-level design for coal industry development is needed. And enterprises need to utilize modern enterprise system to reshape coal enterprises’ structure so as to strengthen their market competitiveness.
