Abstract: It is noted at the Fourth Plenary Session of the 18th CPC Central Committee that “the law is an instrument of great value in the governance of a country and good laws are a prerequisite for good governance”. Modern governance theory and traditional Chinese governance philosophy can provide a theoretical basis for the realization of good governance. By integrating traditional Chinese thinking on good governance and the rule of law, Putian city in Fujian province has adopted a four-pronged project for good governance consisting of the rule of law, the rule of virtue, self-governance and co-governance, which provides experience and reference for urban social governance in the new era. Based on the “sample of Putian”, the following policy options are made to promote the innovation and development of urban social governance. First, the municipal governments need to strengthen top-level design and enhance target management, responsibility assessment and legal protection. Second, multiple entities need to be established to form a new pattern of cooperative co-governance. Third, the vitality of society needs to be stimulated by strengthening the capacity building of grassroots self-governance. Fourth, social publicity needs to be directed to families, schools, rural villages, urban communities and industries to build an edification network. And fifth, more intelligent technology support needs to be given to improve the efficiency of governance.
