Abstract: The report of the 19th CPC National Congress proposes a strategy for the revitalization of rural areas, the aim of which is to solve the problem of imbalanced and inadequate development in China, expand the scope of resource allocation, shore up weak links of national economic development, and realize multiple forms of value in rural areas. It needs to be fully recognized that rural revitalization is a systematic project, which requires a forward-looking and an overall approach in step with the realization of new urbanization and moderately large-scale agricultural management, as well as a gradient development stance in light of village circumstances. The survey findings show that rural revitalization is facing the problem of insufficient internal driving force. As a result, more efforts need to be made to guide the masses to follow the Party’s guidelines, bring into play the enthusiasm of the masses and show more concern to the masses and the revitalization entities still need to be increased. In addition, it needs to be noted that some local governments have not truly put into effect the policies of the Central Government in a targeted manner. Some policy options are raised as follows. First, we need to deepen top-level design to reduce negative factors hurdling rural revitalization; second, we need to improve the humanistic environment to enhance vitality of rural revitalization at the micro level; third, we need to establish a long-term mechanism to inject market vitality into rural revitalization; and fourth, we need to strengthen the collective economy to lay a solid foundation for rural revitalization.
