Policy Proposals on Turning China into an Intelligent Transportation Power (No.235, 2019)

Abstract: Based on the status quo in China, the report proposes the goals, connotations, overall concepts and implementation pathways of the strategy to build China into a transportation power. China needs to accelerate major institutional innovations and shift the focus of policy systems from vehicles, especially auto vehicles and infrastructure to travelers and the quality of transportation services. It also needs to turn from highlighting market expansion and infrastructure improvement to future transportation strategies and transformed policies which stressmeeting demands of travelers by providing equality-based, convenient, flexible, accessible, economically affordable and environmentally friendly transportation. The strategy of building China into a transportation power can be implemented in two phases, in which the first lasts from the present to 2025 and the secondfrom 2026 to 2030. During the process, the country needs to improve industrial policies and mechanisms for overall progress, develop the transportation market to boost demands, ensure sound development of the industry and promote orderly and effective competitions. China also should improve laws and regulations, enhance market supervision and encourage the sharing of strategic investment, alliance and operation among transportation enterprises.
