Abstract: The contradiction between supply and demand of China’s public service system still remains to be addressed. The supply of public services is insufficient in quantity, poor in quality, unbalanced in supply capacity, and the demand for diversified services cannot be effectively met. As an area with net population inflow, non-registered permanent residents in Nanhai district, Foshan city of Guangdong province have a particularly strong demand for basic public services on issues relating to children’s school enrollment, medical and health care, housing supply, social security and employment training, and people hope that these issues could be properly resolved in a timely manner. To address these issues, the local government of Nanhai district has taken targeted measures with a goal- and problem-oriented stance and improved the coverage of public services by strengthening coordination between departments, increasing the number of compulsory education schools, fleshing out the points-based registration system for non-registered permanent residents, supporting the development of private schools, enhancing the personnel training for business startups, and promoting information sharing. For the future work, this paper provides relevant policy options respectively from the aspects of optimizing the allocation mode of public service resources, exploring the diversified supply mechanism of public services, expanding more channels for the demand expression and improving evaluation mechanism.
