Abstract: The reform and opening up and rapid economic growth have driven the development of China’s shipbuilding enterprises. In addition, they have seized the strategic opportunities of global industrial transfer and achieved leapfrogging development by deploying late-start advantages. China has seen world-class shipbuilding of large scale through building giant enterprises with international competitiveness. However, the industrial quality of these enterprises remains to be improved compared with that of the first-class companies in the world. China’s shipbuilding enterprises are large in quantity but weak in quality, for the upgrading of product structure is restricted by the weak industrial foundation and supporting capabilities, low efficiency of resource allocation which has led to inefficient operation and outdated application of digital and green technologies. To achieve high-quality development, China’s shipbuilding enterprises need to continue to increase support for innovation, accelerate mergers and reorganizations as well as resource integration and generate new market demands. The enterprises also need to improve industrial foundation, further reforms and enhance core competitiveness through enhancing research and development of core technology, advancing green shipbuilding, improving organizational changes and optimizing global resource allocation.
