The Leading Role of Party Building in Community-level Integration and Governance-- A case study on Nanhai District, Foshan City, Guangdong Province (No. 26, 2020)

Abstract: To strengthen and improve grass-roots Party building, we need to give full play to the role of grass-roots Party organizations in managing the overall affairs and coordinating the work of various communities, and better realize the positive interaction between grass-roots Party building and social governance innovation, out of which the focus is laid on adhering to political principles, upgrading the governance services and consolidating the organizations’ guidance. In recent years, Nanhai district in Foshan city has, through systematic planning, advanced the grass-roots Party building with grassroots governance. By exploring new models of equity affirmation, deepening the contacts between different communities, implementing the household-based contact system, improving the mechanism of regional coalition Party construction, and carrying out pilot elections of the community-level Party committees and neighborhood-level Party committees, the grid social governance mechanism under the leadership of Party organizations has been gradually formed in Nanhai district, and is featured by community integration and governance. The experience of Party building in guiding and promoting community integration and social governance in Nanhai district makes good reference for other areas, where the number of non-registered residents outnumbers that of the registered residents. The following implications could be drawn from the practice of Nanhai district. First, the social governance in areas with a large number of migrants needs all the more to enforce the leading role of Party organizations; second, the essence of Party building lies in the effective mobilization of the masses; three, the participation of non-registered residents is an important leverage for the proper management of local affairs.
