Abstract: The rapid development of economic globalization has generated the globalization of science, technology and innovation and promoted the large-scale cross-border flow, expansion and restructuring of innovation resources and factors. The innovation-oriented globalization is based on that of science and technology, which has expanded to more industries, regions and countries. While science knows no borders, the transfer of technologies between different countries faces many hurdles. The open cooperation of innovation-oriented globalization is accompanied by international competitions. In face of the pressure imposed by the anti-globalization trend on the international political and economic order, rising concerns on national security, increasing non-tariff barriers, intensifying strategic games between major countries and the restructuring of the global innovation governance system have become main challenges facing the innovation-oriented globalization. This paper has drawn the following conclusions. The trend of innovation-oriented globalization will not be totally reversed and is expected to enter a new phase towards more inclusiveness and fairness. China needs to take the initiative to bypass or overcome the barriers, accelerate the promotion of open-oriented cooperation in improving innovation capabilities, play a greater role in global innovation governance, and lay out the global innovation network across the board with full participation.
