The Problems of and Policy Options on the Construction of China’s Rural Governance Organization System ---- A Case Study on Rural Governance in Guangzhou City, Guangdong Province (No. 54, 2020)

Abstract: China’s rural governance organization system plays the principal role in rural governance. Since the founding of New China, rural governance organization system has, in order to adapt to the innovation-oriented social development, evolved from, under the grassroots Party leadership, the combination of functions between government administration and social organizations, to village self-governance under township administration, and further to the present multi-pronged social management mode. However, there are still some problems to be addressed. One, the coordination and co-governance between the village Party committee and village committee wait for enhancement; two, the vertical administrative system between township administration and village self-governance remains to be improved; three, the mechanism for social organizations to participate in rural governance needs to be fleshed out; and four, the comprehensive governance capability of the governance entities needs to be promoted. Facts show that Guangzhou’s rural parallel deliberation mechanism could ensure the organization democracy, the participation of the elite could enhance organization capability and the project-oriented organizations could integrate resources. It is suggested that work be done to establish and flesh out a modern rural governance organization system through the following measures. One, the leadership of grassroots Party organizations needs to be strengthened; two, the construction of a service-oriented township government needs to be accelerated; and three, coordinated efforts need to be made to foster the construction of village self-governance organizations and social organizations and encourage more people to participate in social governance.
