Abstract: With the rapid development of economy and the increasing number of aging population, the disease structure in China is undergoing major changes, the incidence of cancer and other complicated diseases continues to increase and medical services are facing urgent upgrading. Japan’s advanced medical services and exceptional medical manufacturing industry make good references for China. Facts show that advanced medical services and exceptional medical manufacturing industry could promote each other’s growth, propelled jointly by government, medical institutions and enterprises, and large leading enterprises and small- and medium-sized enterprises could form a sound industrial ecology. To promote the upgrading of medical services and medical manufacturing industry in China, the following policy options are raised. We need to encourage equipment manufacturers and medical institutions to cooperate with each other to speed up the improvement of China’s medical equipment technology. We need to accelerate the application of advanced technologies such as proton therapy. We need to attach importance to the training and pooling of rehabilitation therapy professionals. We need to support the development of leading medical equipment enterprises. We need to expedite the cooperation between China and Japan in the field of high-end medical industry. And we need to create a better business environment for the development of high-end medical equipment.
