Stronger Sci-tech Support and Higher Efficiency for “Smart Governance” (No. 107, 2020)

Abstract: It is an important approach for China’s modernization in social governance to leverage the role of science and technology and adopt “smart governance” for higher efficiency. The coronavirus epidemic challenge has highlighted the importance of “smart governance” in making social governance more targeted, coordinated and effective, and displayed the new trends of modern sci-tech application in social governance. Meanwhile, the epidemic outbreak has also exposed the weaknesses in China’s community-level intelligent facilities, data co-building and sharing mechanisms, information processing, social information security and privacy protection. A deep reckoning for experience is necessary for improving the social governance system with sci-tech support and making it more scientific, efficient and intelligent. Specifically, we need to allow flexible use of epidemic-prevention infrastructure for normal needs, and strengthen the application of science and technology for better and more innovative social governance. An overall smart social governance system needs to be established to integrate “intelligent infrastructure, smart data exchange and sharing, professional information processing, and safe and reliable operation”.
