Poverty Elimination: Theory, Approaches and Policy Evolution (No.133, 2020)

Abstract: Poverty is a world issue, but the ways to alleviate it vary in different countries. Based on innovation-oriented theory, China’s goal is to eliminate poverty. It is somewhat different from poverty alleviation, but is related by immanent rules. In terms of modern countries, behind poverty alleviation are six focal approaches. Since the 18th CPC National Congress, the strong leadership of CPC Central Committee with Comrade Xi Jinping at its core has led and rallied the Chinese people in targeted poverty alleviation and elimination and made historic achievements in this regard. As China has entered a new stage of development after 2020, the country is set on the track of poverty elimination toward the goal of prosperity for all. This shift from the battle against poverty to common prosperity based on poverty relief has made adjustments to the poverty-targeted goals while adhering to the fundamental objective. The government has made innovations, improved the original framework, abolished obsolete policies, further explored the conditions and content of policies, and upgraded the technological level for policy implementation.
