Abstract: A scientific and refined industrial policy system is the basic guarantee for the healthy and orderly industrial development. During the 13th Five-Year Plan period (2016-2020), China has attached great importance to cultural industrial development and has strengthened policy supply for cultural industry; the themes of the policy mainly focus on the enhancement of the driving forces for industrial growth and the optimization of industrial development environment; its policy system structure demonstrates classified features with overwhelming industrial policy measures in terms of guidelines. It is the fundamental logic of the formulation and issuance of cultural industrial policy during the 13th Five-Year Plan period to push ahead with cultural industrial development in a special, integrated and coordinated fashion. It needs to be noted that the continuity, connectivity and synergy of cultural industrial policy system remains to be further strengthened; its market-oriented feature needs to be made more prominent; and its legislative system calls for further advancement. In face of the new situation and new tasks during the 14th Five-Year Plan period (2021-2025), we need to fix the position of the cultural industrial policy system and build a law-based, innovation-driven and open-oriented governance system so as to solidify the institutional foundation for the development of cultural industry.
