Abstract: Since the implementation of the 13th Five-Year Plan in 2016, China has adhered to the correct orientation of the cultural industry development, strengthened its planning and guidance, continuously increased the financial investment, effectively expanded the scale, optimized the structure, and cultivated a large number of various entities in cultural market, all of which have enhanced the international competitiveness of cultural products and played an important role in promoting the transformation and upgrading of the national economy and in enriching people’s cultural life. At present, China’s employment and consumption level of cultural industry has reached a new level. The export of cultural products has maintained a favorable balance, and the cultural industry has become an important force to promote China’s economic transformation and upgrading, improve people’s quality of life, and enhance the international influence of Chinese culture. Facts show that the development of cultural industry must adhere to the correct political orientation, follow the basic laws of the cultural industry, hold on to the principle of integrated development with distinctive features in line with local conditions, stick to the stance of strengthening the core competitiveness of cultural and technology and cultural product copyright, and provide innovative vitality for cultural industry through structural reform and system empowerment.
