Improve Business Environment of Digital Economy: Policy Framework and Key Tasks (No.165, 2020)

Abstract: China’s digital economy has entered a stage of rapid development, and consequently it is urgent for us to flesh out its business environment. In light of international experience and based on the necessity for promoting digital transformation of SMEs, this paper proposes a policy framework for comprehensively optimizing the business environment of digital economy, which includes 18 tasks in five aspects. First, we need to accelerate the development of digital infrastructure such as information and communication, Internet payment and modern logistics. Second, we need to relax restrictions on market access to open up more channels for digital service, improve the efficiency of administrative approval, and standardize digital platform services. Third, we need to establish market order for fair competition, improve governance of network platforms, intensify malware supervision, strengthen protection of digital intellectual property rights, ensure fair online and offline competition, and combat crimes of cyber fraud. Fourth, we need to enforce Internet security and protect users’ rights and interests. Fifth, we need to improve the government’s regulatory and service capabilities, establish a regulatory system tailored to digital economy, enhance the eligibility of regulations and standards, and comprehensively improve the government’s online service capabilities.
