Business Environment of Digital Economy: The Reform on Market Access (No.190, 2020)

Abstract: A market admittance management system covering new business models and formats as well as online and offline business operations has gradually formed during the development of China’s digital economy, proposing defined requirements for market entities, personnel quality, product service and operation activities in terms of digital economy. It has played a significant role in many aspects including regulating competition activities, preventing underlying risks and protecting users’ rights and interests and otherwise. However, there are also some outstanding issues to be addressed such as the excessive items of market access administration approval, strict preconditions and cumbersome and complex procedures. Besides, localized management with the supervision from multiple administrative entities and vague application requirements have further added to the difficulty of license application, which are not compatible to the features of digital economy such as cross-industrial integration, trans-regional operation and fast iteration. To promote the business environment for digital economy, this paper puts forward the following policy operations. One, the reform designed to delegate powers, improve regulation and provide better services needs to be deepened in the field of digital economy. Two, the current market access system needs to be sorted out in a systematic manner. Three, a comprehensive reform on market access system for digital economy needs to be carried out in line with the principle of reducing application materials, procedures, time and costs in a bid to further optimize business environment for digital economy.
