Abstract: Replicability and applicability is one of the targets of China’s national park system pilot, and is also an important criterion to check the effectiveness of the pilot results. Sanjiangyuan National Park with a relatively simple man-land relationship was the first pilot scheme launched in China. Thanks to the great attention paid by the Central and Qinghai provincial governments, rapid progress has been made in the following areas: management institutions exercising two rights uniformly, comprehensive law enforcement in resources and environment, financial guarantee mechanism, accountability mechanism, community development and social participation mechanism, franchise mechanism and the systematic construction of laws, policies and standards. All reform tasks have been basically completed, and distinctive, breakthrough, and systematic experience based on practice has been formed. Based on the analysis of the internal and external driving forces of the Sanjiangyuan practice, this paper classifies its replicability into three categories: strong, medium and weak. Other pilot zones, future national parks and even natural reserve systems could draw references according to the different degree of replicability. Meanwhile, the Sanjiangyuan experience could also offer important references for the ongoing formulation of the National Park Law.
