Abstract: It is widely acknowledged that urban rail transit is a transport means with low energy consumption, low pollution and low space acquirement, thus playing an important role in advancing urban green development. China has so far made remarkable progress in urban rail transit and green development. In face of the favorable opportunities for further development, we need to make efforts to address the following issues such as inappropriate planning, absence of unified standards at the national level, unregulated systems and mechanisms, some bottlenecks checking R&D development and non-defined substantive policies. Therefore, it is necessary for us to integrate the planning for urban rail transit with that for green development, straighten up the institutional framework for the construction of both projects, establish a national unified system in terms of standards and certifications for urban rail transit and green development in different regions, and propel urban rail transit construction with preferential fiscal, tax, financial and industrial policies in a bid to advance urban green development.
