Abstract: Since the conclusion of the 10th Five-Year-Plan Period, the Erhai Lake basin has been under unprecedented pressure from environmental and ecological protection and conservation. Thanks to one of the Major National Science and Technology Projects tackling water pollution control and water quality treatment in the Erhai Lake basin, which is implemented during the 11th and 12th Five-Year-Plan Period, environmental and ecological quality in the basin has witnessed notable improvement due to a number of scientific and technological application projects through the supporting research platform. With the concerted efforts of both project research teams and local governments, valuable experience has been gained during the implementation and duration of the special project on water quality improvement in terms of organization and management system innovation, in-depth integration of projects’ targets with the demand of local communities, close combination with ecological development goals, tailored application of key technologies and rationalized arrangement of research team structure. For the 14th Five-Year-Plan Period, this paper has proposed the policy options as follows: 1. Management for the special projects and regulation over research programs needs to be strengthened by improving implementation plans and better integration of management and power delegation; 2. The conclusion, promotion and application of the pilot project experience needs to be enhanced; 3. The cooperation between research teams and local governments needs to be intensified; 4. Efforts are needed in enhancing the evaluation system and implementing classified management over the achievements; 5. The promotion mechanism for pilot project achievements needs to be improved to summarize and highlight the experience.
