Abstract: As one of the major national water treatment projects which cover three rivers and three lakes, the Liaohe basin treatment project debuting during the 9th Five-Year-Plan Period has become the key demonstration of major national science and technology projects tackling water pollution control and treatment from 11th to 13th Five-Year-Plan Period. Water treatment special project has provided strong support to realizing the goal of water quality improvement in the basin and made some major achievements including forming the ideas on the coordinated promotion of planned basin protection, classified treatment of pollution sources, ecological preservation and pollution prevention and control through developing green industries to support the enhancement of ecological and environmental quality in the Liaohe basin, major breakthroughs made in technologies applied in governance of industries with heavy pollution, as well as water environment management and ecological restoration. Besides, the efforts have also backed the construction of Liaohe’s natural reserve, emission reduction in structural, projected and managed fashion, destigmatizing the heavily-polluted basin and restoring the rivers. To enhance special project research and demonstration work in the 14th Five-Year-Plan Period, the paper has offered the following policy options: 1. Work needs to be done to integrate spatial planning, emission reduction and capacity expansion in a scientific manner so as to provide systematic support for the ecological and environmental improvement in the basin; 2. The roles of science and technologies need to be strengthened in a bid to intensify technological guarantee for the governance in the basin; 3. Sorted and tailored management needs to be adopted in the basin so as to push ahead with the quality and effectiveness improvement and the application of classified guidance in the basin.
