Abstract: The cultural industry has become the main engine propelling the economic development of some cities and regions, which is especially so in developed countries such as the United Kingdom, the United States, Japan and South Korea. They have not only showed common characteristics relating to technology, capital, market, system and other elements pertinent to the cultural industry development environment, but also formed their unique economic development path based on comparative advantages of urban and regional economy. International experience shows that in order to promote effective interaction between cultural industry and local economy, multiple conditions including national strategies, industrial regulations, creative talents, and urban environment are needed, and a systematic cultural industry is also necessary to promote policy design. It is advisory for us to make a systematic plan from the aspects of national strategy, copyright protection, urban planning, industrial parks and market channels in line with the basic laws of cultural industry development. Besides, in view of the characteristics in the digital age, we need to provide more comprehensive and targeted support to the market entities and creative groups of the cultural industry, so as to push ahead with the high-quality development of urban and regional economy in China.
