Abstract: Since the launch of the Belt and Road Initiative (BRI), the industrial capacity cooperation proposed by China has become a new issue for research, which has injected new vitality into the theoretical system of international industrial cooperation featured by innovative connotations and development model in terms of openness and inclusiveness. With the new characteristics of win-win, systematic and synergistic nature, BRI-based industrial capacity cooperation is a major theoretical innovation in building an open world economy, demonstrating the new concept of global economic governance through China’s participation. In the present theoretical system of international industrial cooperation, a large number of theoretical supports from different fields and perspectives can be found for BRI-based industrial capacity cooperation, but it is still difficult for these theories to systematically reflect its rich connotations and new characteristics. Therefore, based on the traditional theories of international industrial cooperation with the characteristics of BRI-based industrial capacity cooperation, this paper aims to construct a multi-level and multi-dimensional theoretical framework, in a bid to reflect the characteristics of theoretical innovation on BRI-based industrial capacity cooperation and its contribution to the theoretical system of international industrial cooperation.
