Abstract: With the increasing number of aging population in China, the cultivation of human resources for elderly care service is lagging far behind the demand. Some countries like Japan, Germany and the U.S. stepped into the aging society earlier than China and they have gained certain practical experience on the cultivation of personnel for elderly care service. Through repeated improvement of relevant rules and regulations and by underlining the specialization and professionalization of personnel for elderly care service, they made intensified efforts to bring in talented personnel,enhanced their in-service training and provided sound living and working conditions for them so that they could keep their mind on their work. In order to cultivate more personnel for elderly care service, we need to formulate and flesh out relevant rules and regulations based on the rule of law; we need to adhere to rigid certified qualification at source in enrolling personnel for elderly care service; we need to bring in qualified personnel for elderly care service through different social sectors both from home and abroad in an open-oriented manner; we need to foster a sound social environment for the cultivation of personnel for elderly care service and enhance their social status so that they could gain a sense of honor for their work.
