China’s Further Electricity System Reform in the 14th Five-Year Plan Period: Approaches and Tasks (No.34, 2020)

Abstract: Since 2015, a new round of China’s electricity system reform has made groundbreaking progress. To further advance the reform, it is necessary to resolve some in-depth problems hindering its market-oriented transformation, and face up to the impact on electricity system resulting from clean and low-carbon energy revolution and global digital upgrading. During the 14th Five-Year Plan period, under the formulated framework for reform, we need to focus on meeting the general requirement of achieving peak carbon emissions by 2030 and carbon neutrality by 2060, and realizing the general goal set at the Fifth Plenary Session of 19th CPC Central Committee that energy and resource allocation will be more reasonable, utilization efficiency will be highly increased, and main pollutant emissions will be continuously diminished”. In view of the in-depth problems in reform, we need to handle well all the issues relating the reform, forge ahead the transformation of electric grid into an open, intelligent and eco-friendly comprehensive energy service platform and adapt to the development in global energy revolution and digital upgrading in a bid to boost China’s high-quality economic development.
