The Policy Measures of Biden Administration to Dealing with the Toddlers’ Daycare Crisis in U.S. and Its Enlightenment for China (No.39, 2021)

Abstract: As one of its important policy focuses, Biden administration has attached great importance to the revitalization of toddlers’ daycare industry in its re-opening strategy, providing huge amount of fiscal support and efforts including strengthening the toddlers’ daycare community services that are free of charge or subsidized by the federal government and expanding the scale to benefit more people with the aim of dealing with the present toddlers’ daycare crisis faced by the U.S. In the mid- and long-term of its development stages, Biden administration has made it one of its administration’s priorities to provide high-quality daycare services and early-stage study opportunities and it is planning to invest 775 billion dollars in the next decade so as to create three million employment opportunities for daycare service industry and promote the employment rate and its economic development. In addition, it will offer tax exemption and reduction and flexible subsidies to mid- and low-income families, increase the supply of toddlers’ day care services, strengthen the underpinning support for the diversity of day care services, encourage the investment in building new daycare infrastructure, establish and flesh out the talent cultivation and training system for daycare industry. These practices have also offered China certain enlightenment on its own development of inclusive toddlers’ daycare services.
