Abstract: Digital finance is the combination of finance with the new generation of information technologies, and the nature and regulatory concepts of finance have not changed. By mapping finance with the data space, we should put more emphasis on behavior and function supervision to cope with the change of behavioral space, the refined division of labor and the network shock brought by digital finance, also to leave enough development room for data governance and digital economy. Supervision over digital finance should balance different concerns of technologies, finance and social morality, strike a balance between the systematical risk control and prevention and the healthy development of digital industries, and pay attention to regulatory efficiency and adaptability. China could redefine financial institutions and financial acts, promote prudent management based on risk-bearing nodes and behavioral regulation based on algorithm, employ regulatory modes and measures that fit digital finance, and explore data sharing and governance with the construction of a credit system as the leverage.
