Abstract: Since the 13th Five-Year Plan period, the investment and financing system of the cultural industry has developed rapidly in China, providing a strong support to the innovative development of the cultural industry and the upgrading of the industrial chains. As an important part of cultural finance, the healthy development of the investment and financing system of this industry is of great significance for lifting the direct financing proportion of cultural industry, promoting new business forms and consumption innovation and boosting the industrial high-quality development. In face of the new situation and requirements of the economic and social development both at home and abroad, this paper illustrates the development features of the investment and financing system of China’s cultural industry during the 13th Five-Year Plan period and makes a horizontal comparison of the market performance across the board. In order to deal with the problems and challenges facing the investment and financing system of China’s cultural industry, this paper notes that the principle of same rights to same financial institutions needs to be followed to promote the dislocation development of various financial institutions in a competitive neutrality manner; the investment and financing market structure needs to be built in accordance with the development of cultural industry; multiple financial tools need to be applied, so as to explore investment and financing strategies of the comprehensive industrial chains.
