Bring the Role of CPPCC in Democratic Consultation into Full Play and Enhance Community-Level Governance Efficacy (No.152, 2021)

Abstract: Chinese People’s Political Consultative Conference (CPPCC), as a special consultative organization that boasts an intensively intelligent, professional and efficient talent pool, enjoys functional advantages for community-level social governance in building common consensus and soliciting political suggestions as well as institutional advantages of wide social contacts and smooth channels for public participation. Currently, CPPCC has accumulated rich and replicable experience through community-level governance practice in following the direction charted by the CPC leadership, enriching consultative entities for a more solid governance basis, and expanding consultative channels for higher governance efficacy. However, there are still some issues to be addressed such as unsound working mechanisms for community-level consultation, weak basis for community-level CPPCC, low public participation in political consultation, and inadequate supervision mechanism for enforcement of community-level consultation results. In view of these problems, we need to strengthen top-level design, improve the institutional, working, service and guarantee systems for community-level CPPCC members to participate in social governance and enforce the supervision and evaluation on the fulfillment of relevant responsibilities in a bid to bring into full play the role of CPPCC’s democratic consultation in promoting modern community-level governance.
