Abstract: As organizations with both social and economic properties, social enterprises excel in providing innovative public services and active social governance in comparison with enterprises and non-governmental organizations. The emergence of social enterprises has become a main international trend for public service supply and social governance. Currently, some hard nuts confronting China’s public service and social governance need to be cracked with the help of social enterprises. In recent years, different places across China have actively guided, cultivated and developed social enterprises in big numbers and brought into play their positive role in a phased-in manner. However, the development of social enterprises is facing low social acknowledgement, inadequate supportive policies and regulations, and weak market competitiveness. In order to explore more ways for the advancement of China’s social building, it is necessary to strengthen policy-making theory and studies, enhance public understanding about social enterprises, accelerate national legislation in terms of guidelines and regulations for the development of social enterprises, clarify their legal status, recognition standards, ways of function, and supportive policies for social enterprises, render more support for them and ensure the provision of human and intellectual resources for their growth.
