The Governance of Mega-Cities in China: Current Development and Policy Options (No.167, 2021)

Abstract: As the centers of political, economic, cultural and social activities at the national and regional level, mega-cities are playing a leading role in China’s urban governance innovation. At present, the governance of mega-cities around the world is mainly characterized by people-centered philosophy, community governance, digital-technology-driven innovation and public safety orientation and so on. With regard to mega-cities in China, some major tasks remain to be completed such as the control of population size, community governance innovation, ecological and environmental preservation, the utilization optimization of land and space, and the urban organic renewal. In the new development phase, work needs to be done to enable mega-cities to form a fine urban administrative system with serving the urban residents as the core, flesh out the top-level design and evaluation system for urban spatial governance, push ahead with innovation in ecology, environment as well as lifestyles and promote mega-city governance with digital technologies.
