Abstract: The construction of high-standard farmland has laid a solid foundation for advancing agricultural modernization, promoting high-quality agricultural development and ensuring national food security. The agricultural and rural modernization construction will make a new start during the 14th Five-Year Plan period, but there are still some problems to be addressed in the construction of high-standard farmland compared with the requirements of agricultural modernization. For example, the standard and quality of construction projects are not fully up to the benchmark, the supporting facilities are not perfect, the management and protection mechanism is inappropriate, the investment standard of construction funds is deficient, and the source of funding is limited. During the 14th Five-Year Plan period, we need to keep abreast with the times in line with the new requirements, keep an eye on the goal of agricultural modernization, strive to improve the construction hallmark of high-standard farmland, and enhance the construction quality of supporting facilities of farmland such as irrigation and mechanization. We need to establish and improve a diversified management and protection mechanism, in accordance with the principle that those who are in charge and get benefits are responsible for management and protection. We need to increase the central financial support, raise the average per mu (one acre equals 6.075 mu) input standard, broaden financing channels, meet the actual demand for high-standard construction funds, and give full play to the benchmark of high-standard farmland to ensure the stable, increasing and high yield of grain.
