The Easing of Tight Chips Supply in China Rests on the Global Semiconductor Industrial Ecology (No.205, 2021)

Abstract: China’s semiconductor industry is facing challenges across the whole industrial chain from the designing technology at the bottom level to manufacturing phase including raw materials, equipment, technique and personnel and finally to the product market. From the perspective of global semiconductor industrial ecology, this paper gives an analysis of the competitive status and development environment of China’s semiconductor industry, and notes that we need to formulate an overall strategy leading the long-term development of semiconductor technological industry from the aspect of an enduring national strategic safety, clearly identify all kinds of risks in the semiconductor supply chain, and clarify the “musts” and “priorities” relating to making technological breakthroughs. By seizing the strategic opportunity that the global semiconductor technology is approaching the limit of the “Molar period”, we need to concentrate all our efforts backed by the new national system to accelerate the process of making breakthroughs in key parts of semiconductor supply chain. Besides, it is necessary to guide China’s semiconductor supply chain to make diversified restructuring in a tactical manner so as to create a healthy, stable and sustainable development ecology for this industry.
