Abstract: Policy evaluation, as an important link in the policy life cycle, plays a role in identifying problems, leveraging circumstances, optimizing working performance and rectifying deviations and is conducive for examining the policy implementation efficiency, effects and benefits, making timely adjustments, promoting effective policy resources allocation, and enhancing policy-making in a scientific manner. Currently, China’s policy evaluation is still in its infancy with some problems to be addressed. First, multiple restraints inherent in policy evaluation work make it hard for proper implementation. Second, policy evaluation has not been given sufficient attention, and has not become part of the routine work in policy-makers’ working schedule. Third, the means and practices for policy evaluation remain to be enriched, due to the lack of methods, standards and institutional designs. Fourth, misconceptions exist in some links of policy evaluation and policy evaluation work is easily inclined to go through the motions. To resolve the above-mentioned issues, it is necessary to formulate work rules for policy evaluation, make it a necessary procedure, establish a cross-department and cross-sector policy evaluation mechanism involving multiple actors, and build a regulated and optimized model, in a bid to form a comprehensive, detailed and objective policy evaluation mechanism for providing options for the improvement, adjustment and even abolishment of relevant policies.
