Abstract: Policy adjustment work is an indispensable link in the implementation of policies, as well as a work for a second round of policy making and policy implementation. Policy adjustments are made necessary due to some factors such as the policy life cycle, changes of situations, the incomplete nature of policies, and inconsistency between relevant policies as well as the need to make policies more effective, consistent, scientific and authoritative. Restraints on policy adjustments include the following aspects. First, generally speaking policy documents do not give clear stipulations about the adjustments of policies, leading to the lack of related evidence. Second, the policy adjustments mechanism has not yet been systematically established for providing institutional guarantee. Third, the complexity of policies has made it difficult for making adjustments, with no certainty about the effects of adjusted polices. Fourth, potential influence has made people become rather prudent on making adjustments, causing inadequate motivation for making adjustments. In view of these issues, we need to establish a systematic working mechanism, regulate and sort out procedures for making policy adjustments, and choose proper adjustment means, in a bid to cultivate a prudent, timely and practical mechanism for making policy adjustments. In addition, we need to refine policy making adjustments by bringing in mechanisms that allow for and address mistakes and annul relevant policies.
