Improve China’s Major Policy Evaluation System by Drawing on International Experience (No.238, 2021)

Abstract: Policy evaluation plays an important role in government’s scientific, democratic and law-based policy-making work. Since the turn of the new century, some countries have intensified evaluation of major policies and accumulated related experience as follows. First, the establishment of specific policy evaluation organizations with clarified responsibilities. Second, the introduction of a mechanism for multiple entities to participate in relevant affairs to enhance the public trust of policy evaluation. Third, the enhancement of the rule of law during policy evaluation for regulated implementation. Fourth, the formulation of standard procedures for policy evaluation for better application of the evaluation results. Fifth, the emphasis laid on team building of policy evaluation professionals by expanding the sources of recruitment. Since the 18th CPC National Congress, China has conducted extensive practices in policy evaluation, though some issues still remain to be addressed. We need to draw on international experience in improving the coordinated and managerial mechanisms for policy evaluation and design different combinations of evaluation organizations for different stages. Besides, we need to establish a normal mechanism to link supply with demand relating to policy evaluations, formulate standard laws and regulations, procedures and methods, step up the training of high-caliber evaluation professionals and intensify the effective application of policy evaluation results.
