In terms of how it functions, digital technology advances the sharing of responsibilities and the joint governance between the government and society, helps to realize the modernization of the public security governance system, and improves the overall efficiency of governance by promoting cross-departmental coordination and the interaction between different levels of the government. While empowering public security governance, digital technology also brings new challenges, such as the increase of associated digital crimes, impact of technological uncertainties on emergency management, and security concerns caused by the extensive collection of data and potential risks of data leakage. To address such issues, it is necessary to strengthen the government's legal regulation on digital technology, promote social participation in public security governance, pay more attention to the prevention and defusing of risks brought about by new technologies, and improve the country’s ability to combat digital crimes.
